Gabriel Torres is the Vice President of Operations for CHISPA’s construction subsidiary, Central Coast Resident Builders. Gabe oversees the construction of single-family homes and apartments.
As a licensed general contractor, Gabriel holds the contractor’s license for all projects for which CHISPA serves as general contractor. Gabriel has worked in the affordable housing industry since he graduated Cal Poly San Luis Obispo in 1999. While in college, Gabe majored in urban planning and construction technology, and he developed an interest in affordable housing. In April, CHISPA began construction of a 40-unit family apartment complex in the City of Greenfield. CHISPA is managing general partner of this development and also serves as the general contractor.
Gabriel is in charge of all construction, selecting subcontractors and managing the site superintendent. In addition to overseeing construction, Gabriel also handles development project management duties for CHISPA. This means he does financial budgeting for new developments and arranges financing, including preparation of loan applications to banks and local, state, and federal agencies. Gabriel coordinates the work of architects, engineers, and other consultants. He secures entitlements from municipalities.
Gabriel is the President of the Salinas Valley Builder’s Exchange, a fifty-year old organization with about 430 members (contractors, construction suppliers, engineers, and architects). Gabriel also serves on the Planning Commission in the City of Hollister, where he lives with his family.
